Operations/Programme Manager (DV Cleared)
Methods are looking for a DV Cleared Operations/Programme Manager to work on an initial 12 month project with a client of ours. The role will be completed with a hybrid way of working, with the successful candidate needing to be onsite in the Central London office location 2-3 days per week.
The role has been confirmed to fall Outside IR35.
This role will require you to have or be willing to go through Security Clearance. As part of the onboarding process candidates will be asked to complete a Baseline Personnel Security Standard; details of the evidence required to apply may be found on the government website Gov.UK. If you are unable to meet this and any associated criteria, then your employment may be delayed, or rejected. Details of this will be discussed with you at interview.

Detailed requirement, tasks and responsibilities
The Operations Manager will be responsible for the following duties:
Generate, maintain and manage the CEDE Operations Tracker (High Level Programme Plan)
Chair the CEDE team meetings to review and update the HLPP
Engage with the CEDE Joint Management Board (JMB) for regular reporting and out of committee decisions
Work with all relevant stakeholders to collate information for Invitation to Tender artefacts and progress each stage of the CEDE procurement process:
- Reviewing CEDE artefacts before circulation
- Managing circulation and approvals
- Engagement across Government to enable export of training and equipment.
- Coordination of Supplier briefings
- Setting up and managing Tender Assessment Panels and chairing the Commercial assessment
- Management of Contractors Deploying on Operations (CONDO) where applicable
- Management of Key Performance Indicators (KPI) against an approved Milestone Payment Plan (MPP)
- Confirmation of final accruals and Closure Report
Take the lead for management of the delivery of all CEDE contracts to include, generation of the Service Delivery Instruction, support to the Commercial Manager to set up Contracts, Purchasing and Finance (CP&F), Supplier engagement and the day-to-day management of stakeholders in UK and overseas to set the conditions for success
Generate and maintain CEDE promotional material
Generate and maintain a Stakeholder Map
Manage the team diary for CEDE and the proposed work programme
Identify, document and implement improvement suggestions for more effective ways of working
Mandatory Skills Required
The Operations Manager will require the following mandatory skills:
Must hold Government Security clearance to DV level
Must have Knowledge, Skills and Experience (KSE) in Defence and Security
Must be experienced in working with, and have a knowledge of, government procurement frameworks, including financial management
Must be experienced and competent in identifying what documents are required in the UK MOD, generating them to a high standard and securing sign off
Must have KSE with UK MOD structures, policy, staffing processes and Defence writing
Project management skills utilising Agile and Waterfall methodologies
