Programme Lead - Outside IR35 (Contract)

Location: Glasgow, Scotland Country: UK Rate: £650 - 700 per day
 
Venesky-Brown's client, a public sector organisation in Glasgow, is currently looking to recruit a Programme Lead for an initial 7 month contract with potential to extend on a rate of c. £700/day Outside IR35. This role will be a hybrid of working at home and in the office.

Responsibilities:

- Lead the critical As-Is analysis across the 8 GCR local authority areas and a sub-section of Housing Associations engaging at a senior level to source, analyse and present the required information as part of a Blueprint baseline

- Work with the Programme Director and Delivery Manager to build the data, insights, and evidence bases required (including business case multipliers) to deliver Business Cases, Blueprints, and Benefit Place for DSIT by March 2025

- Build the Strategic Case for connectivity, digital, and data transformation at GCR scale by assessing Council, HSCP, NHS, and CPP strategic priorities in the 8 local authorities

- Capture information on social assets in terms of type and location (social homes, care homes, adult days care centres, etc) and SIMD data to allow our connectivity partner to complete Connectivity & Social Asset Mapping Assessments for each local authority

- Collate RSL performance data by local authority area, using the Scottish Housing Regulator (SHR) and local sources to build an As-Is performance baseline

- Collate cost book information per local authority across housing, home care, and key HSCP services/pathways - under the direction of the Programme Director, Delivery Manager, and Care & Wellbeing Innovation Lead

- Support the Programme Director, Delivery Manager, and Care & Wellbeing Innovation Lead in shaping problem statements, baseline evidence bases, benefits hypotheses, personas, use cases, success measures, and metrics, as part of benefits realisation planning for our DSIT business cases

- Support the mobilisation and facilitation of Innovation Networks across the GCR to engage GCR and national stakeholders in the SCSP Programme outside of our five core projects

Essential Skills:

- Experience and gravitas to work at Exec & Board levels as a trusted advisor

- Tier One consultancy experience who can hit the ground running and intuitively know how to prioritise and get the job done using their experience to accelerate pace

- Calm and assured senior change professional, comfortable in multi-stakeholder environments and used to engaging people and securing buy-in and support

- Awareness of key public sector change pressures and drivers in Scotland, especially in local government, health & social care partnerships (HSCPs), and the NHS

- Exceptional change and transformation consultant with experience of connectivity, digital, and data programmes where public service transformation is the goal

- Demonstrable experience in completing As-Is Discovery exercises to collate and interpret data, processes, and cost models (ideally in the public sector)

- Demonstrable experience in delivering service and solution blueprints/TOMs, personas, and use cases

- Experience in developing business cases, benefits plans, and ROI models, including Strategic Cases aligned to HSCP, NHS, and CPP priorities

- Must have skills: Client-Side Transformation Advisory, Programme Management, Stakeholder Engagement, Business Case Development, Blueprint Development, Discovery Analysis, Data Analysis, Cost & Financial Analysis, Benefits Planning, Digital & Data Transformation, and Local or Central Government Transformation

Desirable Skills:

- Social Housing Experience, Net Zero/Energy Efficiency Experience, Connectivity Experience (5G, 4G, LoRaWAN, High Fibre), Innovation Facilitation, Experience of Managing Commissioned Consultants
